Corporations who fall under the moniker of penny stocks do not have to go through the minimum standard requirements in order to stay in the market exchange.  This means that moving from one exchange to another to suit their needs (going from a larger to a smaller pool as necessary) is easier for penny corporations.  Investors who analyze the penny stock information from margin exchanges are ever searching for one that could rise quickly and permanently.  A common strategy within the speculation world is manipulating the price of an investment through repeated publicity.  When sold quickly for profit, this is called “pump and dump”, but investors often retain their penny stocks after the initial period of time in order to gauge whether further price increases may be a realistic future for the company.
